Can a school deny permission to admit one of the twin child

One of my twins get admission but school denied for other as her name do not come in list. Do we have any such law that force school to take other also in case of twin.
Directly, no such law that forces school to take both children in case of twins but recently pm Sri Narendra Modi issued direction to this effect that twins be treated as one even in bank for all the practical purposes if possible get the copy of the letter or write to pm for the future of the twins.
