Can a person peruse two different course at one point of time

A student started two regular courses same time, after passing one year exam one course is left by him and one is completed for 3 years (both course duration was 3 years). It is forgery or fraud? How can he prevent himself if any problem in future?
students are not be allowed to undertake two regular degrees at the same time, the University Grants Commission (UGC had held)
on the basis of expert committee's recommendations"in view of the changing scenario and flexible guidelines" by controlling authority UGC on 31 July 2013, the universities have been asked to modify their ordinances to facilitate the joint degree programmes.
but no official notification came
UGC, in its January 2016 order, said it “does not endorse the idea of allowing students to pursue two degrees simultaneously.” The education regulator directed universities to conduct programmes according to the First Degree and Master’s Degree Regulations 2003 and also follow norms prescribed by the statutory councils, wherever applicable.
