Can a goverment employee uplod video on youtube and make money from it..as youtube gives money on the ads plays on your video..so is it legal to earn from youtube?

See basically this is not strictly comes under employment it is just a mean to earn some extra bucks. It is like being a government service doesn't mean you cannot indulge in any activity apart from your job. Say for instance taking turion classes at your home. Until and unless the venture is not directly against the detriment or in clash with the nature of your job there should not have been any issue.

Dear kindly provide me your designation in government department and the detail of the video, as normally a government employ can not hold en office of profit till he is in service, however, there may be certain exceptional situation.
