Bangalore polytechnic college not giving admission what can I do

Dear sir. my name is x kumar i am working in Bangalore as an central govt employee as a technician my job is transferable in any were in india my qualification is ITI electrical from model industrial training institute govt of india frm kerala ,now i want to go for higher education ie DIPLOMA in electrical& electronics evening course but the technical board of Karnataka is saying that you are not eligible in Karnataka govt polytechnic as you don't have 5 year study certificate of Karnataka so you are not eligible what should i do as education is my right also i am a central govt emplyoee.
