About Social welfare society registred under society act

Hello we have been running a social welfare society for 3 years now we have to change committee, Acc to society act we must have at least 1 member from 7 states of our country to get registred at national level ...now society has 2 committe 1 is general body and other is governing body so is there rule to have the members of all 7 states in governing body? Can we have 7 states members in general body only not in the governing body? Please help
