Is NOC required from ex husband for full custody of daughter

Dear Sir / Madam, I have daughter ( 2yrs), i am planning for marriage. I have not taken maintenance for both of us from my ex-husband. and my daughter full / permanent custody with me only. Does NOC require from my ex-husband ( now he is not ready to give NOC, please help) Without NOC , can we file adoption deed. does his signature required for name change. Please help.
