Gave NOC for child custody. Now can mother claim custody back?

if a child is born out of wedlock & biologicl mother gives NOC 2 a family, nt known 2 her quite well,so that they can take care of her child.When biological father came 2 know abt pregnancy, he denied any responsibility of the unborn child.The bio-father is already married,have children.Now she wants her child back 4m that family.Will she be able 2 get her child back 4m that family,w/out support/any role of child's bio-father in upbringng of the child,how importnt,how much necessary? Does NOC,name required 4m him? If not legally married,is bio-father still abide by Law 2 compensate 2 them?
Firstly it is important to know on what terms and conditions the biological mother gave away the child to the other family.
To get back the custody of the child the role of the biological father is not important. However, if the child has grown up and an adult his choice shall be considered before taking his custody.
