Rules under which 138 NI act and 406 420 crops be initiated together?

under which circumstance and rule a case under IPC having U/S 138 NI Act along with CrPC act 406 and 420 can be iniciated togather?
There is no rule as such which restrains the application of both the sections of law. However there should be some reason that there was an intention to commit a fraud through this medium of cheque bounce.
