Not able to get an judgement from fast track court

i have failed a cheque bounce case during 2014, now 3 years completed in fast truck court, i have attended all the hearing in the court, though the case still not come to an end, i want to knew how a fast truck court all 3 years time the accused during the inital period agreed to pay the cheue bounce amount through lok adult but fail to settfle. now unncessarly dragging the case by filing 311 pettion and other petition and also not attended the court for many hearings. also i already changed one adocate but still dragging how to get an judgement from court i am suffering for last 3 years. please tell suitable solution in this matter
