I gave a cheque of 40,000 to somebody and it got bounced. What can he do now and how can I safeguard myself

after cheque bounced, case shall be filed within 1 month, if he fails to do that, you are safe.
Otherwise he can file civil suit for recovery of the money with interest,
simple and Better way is give him money, what you owe from him (if any).
