Builder is bouncing the cheque what to do

I purchased a flat in getting the possession but builder has delayed the project. I only have allottment letter. He said he will pay back but bouncing the cheque. In this case how to go about as he is not responding.
In this situation you can go before state consumer dispute redressed commission to recover the amount paid to builder and you can also file cheque bounce cases against him. Don't let the time pass as there is lime time in cheque bounce cases...

You can sue the builder in the consumer court and also institute a criminal case against him under section 138 of the Negotiable Instrument Act after issuance of notice and compliance of necessary formalities.

hi.. you can challenge the non delivery of premises in a consumer forum provided i see the papers. and in respect of the cheque bounce, you'll have to send him a legal notice ad thereafter file for a complaint in the magistrates court
