Premature withdraw of FD with single signature

Hi...my dad has done some FDs in joint name with my mom.now my dad is in ventilation and we need to withdraw these FDs . But since my dad is in ventilation , can my mom withdraw these FDs with her single signature?
MY OPINION THAT there is such legal bar to use this FD TO WITHDRAW without the consent of other partner, so the legal such steps should be fellow, and the legal formalities should be maintained by your mother and the concerned Bank afer that,then the FD can withdraw.
