Online transections made without sending OTP in my phone

Canara Bank says I won't get refund as its a online fraud and its not their fault as I did not change my ATM pin number, since I did not get any OTP code, so are they not liable to pay me ,can I sue them for this ?
Let me know the amount involved in this case. Anyhow, this is clear case of deficiency in service. Without getting OTP code, how can they pay the amount. We can file the complaint with the concerned consumer court.
