How to resolve issue related to education loan

In regards to Education Loan Interest subsidy for 2009-11, I am facing issues from Allahabad bank. We have written many letters and emails to disburse or adjust the Interest subsidy amount from Education Loan left to be paid and make a full and final figure to be paid. Bank is unresponsive, however every month I do receive message that your account is NPA, legal action will be taken against you or guarantors. Please advise how to proceed further in this case.

As it is in the case of education loan the loan can be adjusted as soon as possible as the consumer wants but here the bank is unresponsive doesn't mean that your account is NPA
