Clarification on exchanging old notes

Our Grand pa expired recently & he left 10,500 in room without noticing anybody. Can we exchange this amount in RBI?
No, you cannot exchange, however what was the reason for inability to exchange such money to be established by making affidavit. Successions certificate also required. I think its not possible with short allowable time, I.e 31st march
