Officer not promoted due low AR grade following earlier complaint

A relative who is serving IAF pilot had issues with the CO following which the officer wrote Three to five ROG in his 12th year of service. No reply given and however two show causes were given to the officer by his CO which were replied. Clearly showed harassment by contents. Subsequently the officer was posted to a hard area and he was denied the service rights he deserved. As a fallout the pilot could not achieve his higher qualification which were a part of ROG and eventually he was denied being a Flight commander or a CO of a flying unit. This cascaded into his promotion. Officer was not aware that the service wrong continued in this form till his promotion board. Now with 19 yrs he feels he has been cheated in all aspects including his no reply of statutory complaints or action against alleged culprits. No resolve to case and his low AR due to said has been the cause. Can he appeal and contest his long pending complaint now. Rapid policy changes in IAF has also contributed.

Its indeed surprising but usual in IAF that the genuine grievances are taken personally and dealt as personal offence. Hi, the officer concerned has to fight for his right and the starting forum will be statutory complaint followed by AFT. but, from your query it is not possible to know the complete facts of the case and in this situation it is difficult to clarify and advise you correctly.
