Sir is this possible according to law that marriage affidavit pe marriage certificate ban Sakta hai wo bhi state se.....after death of husband ...????

You can obtain marriage submit subject to submission of proof of your marriage and this has to be proved on documentary evidences that you were married to so and so and they will also ask the reason of issuance of marriage certificate at such a belated stage. if you could satisfy them, certificate will be issued to that effect.
