Eligibility for pension in army as per definition of ex servicemen

My father served in Bengal Engineer Group from 16-2-63 to 11-3-68. During serving period he was placed in category C permanent with 20% disability. His rank was Naik Clerk general duty. Is he eligible for pension? As per definition of that time he is ex serviceman.
It is a very old case I will require information in details I think he should have been entitled to disability pension. Did you correspond with Army What is their reply If you have moved a court earlier please provide details
