Compassionate appointment for Family of Martyred Army person

My father was working in the Army and was martyred in 1994 in Jammu and Kashmir. I was too young at that time and now I have completed my Civil Engineering. Am i entitled to a job on Compassionate Appointment basis. I am in Ujjain and I have been informed to file an application in the AFT bench of jabalpur, is that the correct way. please guide
