Mere arrest is not a disqualification for selection in Government job. The fact that the FIR against you has been quashed by the Delhi High Court indicates that the said FIR was frivolous and false. However, the detailed advise will be possible only after going through the order of the Hon'ble High Court. Prima facie there is no disqualification.

Sir/Madam,
If the FIR is quashed by High Court, you are innocent and you can very well fill the application form for the examination. Please be honest to disclose the information in the relevant columns to avoid any ambiguity.
