Can we do business while working for defence services

Sir My brother is in armed forces and he want to start their own business kindly advise me he can supposed to start their own business
As per the law your brother can't do his own business till the time he is subject to Army Act
If he dies so he will be liable for displinary action.
He can leave army if he is so desirous to do a business.
