Can i file a case in AFT regarding my promotion issue?

I joined IAF on 06 Apr 1964 with ante date of seniority from 03 Apr 1963 and retired in Oct 1984 in the rank of Squadron leader. Subsequently Govt of india issued a letter authorising Time Scale Wing commander to those who were in service on 31 Jul 84. I was on leave pending retirement on Jul 84.My promotion to time scale Wg.Cdr was rejected on the ground time scale promotion can not be authorised during leave pending premature retirement. Is it correct and if not can I file a case in AFT now or is there any time limit for this
The procedure of review of an award of Severe Displeasure is dealt as per AFO. The review is carried out by the authority superior to the one by whom such Censure is awarded in your case it will be reviewed by Chief. I hope you must have represented in ROG more appropriately then in your reply to the show causeNotice issued to you before the award of Censure.
After having represented to the authority through proper channel if no reply received you can approach AFT. You can challenge all aspect of SD which you may not be able to write in your application.If reply received and it is not favourable to you, you have the right to Challenge SD/Reply in Hon'ble AFT.
