Vehicles Parked on Government road, what is legal remedy

Hello, I am facing a difficulty while reaching my home as cars are parked on internal roads which blocks the roads and hence i face difficulties taking my car to my place. My house is located at dead end of road & i also park my car on the road but as its dead end there is no problem to others. People in our locality are bothered about my car & they are least bothered about their own car which are parked in such a way that they cause road blockage. I already went to police station once to file complaint but these people are saying remove your car from road at the same time they will not remove their car. I asked police to remove all the cars on internal road & then i will remove the car. Please advise how i can take this matter legally.
Dear sir, if you want to approach court , you should approach with clean hands , so my suggestion is that you first remove your car from road and than file a public interest litigation in court for removal of cars from road , also you may complain to local authority like municipal corporation and collector

Step2 - File RTI of send legal notice through advocate to Municipality office, TRAFFIC REGULATORY and SUB INSPECTOR OF POLICE(TRAFFIC)
