You should file your complaint nearest jurisdiction District Labour office.As per provision of labour laws Act prescribed ,when any Labour suspend of his work in a month basis ,they should received suspend notice before 15 days prior to by this work period.If permanent Labour it depends years of service, then you can challenge.
