Q: Delay in completion of Property & dishonoring agreement terms

I had booked a flat on 25.05.2013. Flat Buyer agreement was signed on 24.06.2014. Possession was to be given in 48 months with 6 months extension. It was booked on "Subvention Basis" with a bank loan and interest till possession was to be given. Construction activity has stopped since July 2014. Builder has also stopped paying timely interest on loan disbursed till date. I want to send a legal notice for cancelling the booking, refund of money paid by me & the bank.
