yes you can file it under section 138 of Negotiable instruments act, if you know well each other and he drawn cheque for legal liability. then in that situation you can filed case against him. before filed case you have to send notice to him and demand cheque amount

Hii.. Sir, I given sum of money 600000/- to one of friend on stamp paper for the period 3 year still he can't repay ₹1. Now period already completed before 1 year..also he refuse to increase repay period..he refuse to repay my money. Please advice us. What action has to be taken against him.

you can file suit agaisnt him for recovery or if you have any security cheque of him, you can use that cheque, nd you can file cheque bounce case against him, you can also file criminal complaint against him for cheating
